Mayor Park Heong-joon Conducts On-Site Inspection of Pay-As-You-Throw Waste Bag Supply Chain, Mobilizes Full Effort to Eliminate Supply Instability

Busan Metropolitan City (Mayor Park Heong-joon) announced that it conducted an emergency on-site inspection of the supply and logistics system for pay-as-you-throw waste bags at 10:20 a.m. today (April 3) to address temporary stock shortages at some retail outlets and to hear feedback from the field.


Mayor Park Heong-joon first visited a storage warehouse for pay-as-you-throw waste bags in Suyeong-gu to inspect actual stockpiles and shipment status. He then visited a retail outlet in the same district, where he met with citizens and store operators to listen to difficulties on the ground and conveyed the City’s commitment to stabilizing supply flows.


The City explained that it has currently secured more than one year’s worth of waste bags in storage and production across districts and counties, ensuring a very sufficient supply. However, it assessed that temporary shortages at some retail outlets, such as supermarkets and convenience stores, have occurred due to a surge in concentrated purchasing by citizens.


This phenomenon appears to be a bottleneck caused by a temporary spike in consumer purchases exceeding the volume supplied to retail outlets under normal production and distribution conditions. Given that storage and production volumes are sufficient, the City plans to promptly supply stockpiled inventory to retail locations to immediately resolve inconvenience for citizens.


In particular, the City will work closely with districts and counties to mobilize all available logistics capacity to ensure rapid distribution of stockpiled inventory from local warehouses to retail outlets until the purchasing concentration subsides.


During this period, delivery cycles will be significantly shortened compared to normal operations, and priority allocation will be given to areas experiencing stockouts to promptly alleviate purchasing inconvenience for citizens. The City also reiterated that “reusable pay-as-you-throw waste bags” can be used throughout Busan, and therefore there is no need for excessive purchasing of standard waste bags.


In addition, the City plans to continuously monitor inventory levels until external conditions, such as the situation in the Middle East, stabilize, and will exert full administrative efforts to establish orderly distribution, including recommendations to prevent hoarding and speculative buying.


Mayor Park Heong-joon stated, “Temporary stock shortages at retail outlets may cause concern among citizens, so we will operate a rapid supply system to minimize inconvenience.” He added, “There is sufficient stock of waste bags, and supply will proceed smoothly, so we ask citizens to feel reassured and purchase only what they need as usual.” He further emphasized, “As this issue is directly related to citizens’ daily lives, we will do our utmost to ensure a stable supply of pay-as-you-throw waste bags.”
